Meet Our Team

Dr. Leeann Siegel is a communication research scientist with a focus on public health and tobacco control. She earned her Ph.D. in Health Communication from the University of Pennsylvania's Annenberg School for Communication, where her dissertation examined how media portrayals of tobacco use influence young people's perceptions of smoking norms. Prior to her doctoral studies, Dr. Siegel completed a Master of Public Health (MPH) in Social & Behavioral Sciences at the Harvard T.H. Chan School of Public Health and holds a Bachelor of Arts from Cornell University.

Dr. Siegel was a Cancer Research Training Award postdoctoral fellow in the Tobacco Control Research Branch of the Behavioral Research Program at the National Cancer Institute (NCI). Her research during this time focused on applying communication theories and methods to inform tobacco cessation interventions and address tobacco-related health disparities. She also explored the role of media in shaping health-related behaviors and perceptions, including the spread of misinformation.

Currently, Dr. Siegel serves as a communication research scientist at RTI International, where she continues to contribute to public health research and interventions. Her work remains centered on leveraging communication strategies to improve health outcomes and reduce disparities.

Daniel Warner is a respected solutions engineer and recognized industry leader in elections administration, digital accessibility, and geospatial asset management. With a career that has spanned both public sector innovation and private sector implementation, Daniel has become a trusted voice in applying geographic information systems to complex public, civic, and commercial contexts.

Daniel made significant contributions to elections administration at the City of Philadelphia where he played a pivotal role in modernizing how polling places communicated with the Philadelphia City Commissioners and Board of Elections on Election Day, how the city dispatched, tracked and managed over 30,000 election-related assets, and how the city reported election results to solidify public trust in free and fair elections. In 2020, Daniel worked tirelessly to introduce the first satellite election offices in both Philadelphia and the Commonwealth of Pennsylvania. Additionally, Daniel engineered the City’s data strategy for public engagement around the 2020 Census and the COVID-19 pandemic.

Currently, Daniel serves as a GIS Engineer at Comcast and utilizes geospatial intelligence to enhance infrastructure planning, network reliability and customer services across the world. Daniel is known for developing data-driven, high-impact solutions that merge spatial analysis, operational efficiency and change management strategies.
